Gov. Jay Inslee announced the city of Spokane and its partners have won the Smart Partnership Award for a public project implementing a comprehensive plan. The city, the Spokane Regional Health District, nonprofit Community Frameworks, and the East Spokane Business Association are leading a program called the East Sprague Targeted Investment Pilot. The initiative, which supports housing, infrastructure, and safety, is drawing increased private investment and showing measurable long-term vitality, Inslee said.
