UDPDA Board Bylaws and Policy Documents:
OPEN GOVERNMENT & TRAINING
The University District Public Development Authority is subject to Washington’s open government requirements or "sunshine laws" which include open public records laws RCW 42.56, open public meetings laws RCW 42.30 and RCW 42.32, and records management and retention laws RCW 40.14. Effective July 1, 2014, the Open Government Trainings Act (ESB 5964) requires many public officials to receive open government training RCW 42.56.150. Additionally, the Open Public Meetings Act (OPMA) provides that “Every member of the governing body of a public agency must complete training on the requirements of this chapter no later than ninety days after the date the member either: (a) Takes the oath of office, if the member is required to take an oath of office to assume his or her duties as a public official; or (b) Otherwise assumes his or her duties as a public official” RCW 42.30.205.
New or existing University District board members who have not completed the OPMA training can do so via the Attorney General's website and review written material in Lesson No. 1 and watch the video in Lesson No. 3, which is about 16 minutes long (scroll down the page to the video screen interface). University District board members shall complete and sign the certificate of training. A helpful Open Government Trainings Act Q & A and an informative Open Public Meetings Act PowerPoint presentation are also provided by the Office of the Attorney General.
